The anti-corruption tools that moved the Mabara IJACS™ from 31 to 41 were not primarily legislative. They were a whistleblower protocol, a procurement transparency platform, and a civic legal literacy programme running through twelve schools. None required legislative majority. All required a moral constituency — a critical mass of citizens, educators, civic leaders, and practitioners who had decided together that the current condition was unacceptable and the direction of repair was chosen. Righteous governance does not survive without a citizenry that demands it.
IJACS™- This is a proprietary framework of the Heal the World Network. It means IJACS™ (Impartial Justice and Anti-Corruption Score™)
"Come now, and let us reason together, saith the LORD: though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool"
This week, take one step toward joining or building the moral constituency in your community — the group of people who have decided together that the current condition is unacceptable.
The reform that arrives without the formation of a moral constituency is reversed when its champion leaves office, its funding ends, or its political window closes. The Mabara tribunal's most important work was not the cases it prosecuted. It was the twelve schools — because the schools were forming the moral constituency that would sustain the direction of the IJACS™ long after Amara herself was gone.
- Reforms that succeed in the short term but fail to compound because no one has built the constituency to sustain them
- Civic leaders who are personally righteous but have no community of shared conviction around them
- The IJACS™ that rises under one champion and falls when the champion leaves
Acts 17:11: Now the Berean Jews were of more noble character than those in Thessalonica, for they received the message with great eagerness and examined the Scriptures every day to see if what Paul said was true. A community that examines, discerns, and forms its own convictions is a moral constituency. Formation produces it. Programmes cannot replace it.
The world builds governance reform on legislation, enforcement, and institutional design — all of which are necessary but none of which is sufficient without the moral constituency that demands their application.
God reforms governance through communities of people who have been formed to expect justice, demand it, and sustain the demand across generations.
Nehemiah 5:7: I accused the nobles and officials. I told them: What you are doing is not right. Nehemiah did not only build the wall. He built a moral constituency — beginning with the confrontation of those who held power within the community.
"Lord, raise up a moral constituency in our community — a critical mass of citizens formed to expect justice, demand it, and sustain the demand. Let our faith community be a formation centre for that constituency. In Jesus' name, Amen."

Come now, and let us reason together — God does not summon you to a verdict but to a conversation, and the terms are staggering: sins as scarlet made white as snow. You do not have to argue your case or clean yourself first. You have only to come. Turn to Him today, and let Him do what only He can — make crimson into wool
