The Mabara tribunal's three-year documentation process identified four specific forms of corruption, each requiring a different response. Legislative capture — laws shaped for private rather than public interest. Judicial impunity — powerful actors beyond meaningful legal consequence. Political tribalism — loyalty to faction overriding loyalty to justice. And moral compromise — the root form: the intellectual accommodation of leaders who know the right thing and do otherwise. Chief Baldé told Amara before his death: I knew it was wrong at every point. I told myself I would fix it later. Later never came.

Most Anti-Corruption Efforts Target Symptoms Rather Than Root Forms

Policies address behaviour without addressing formation. Inspections expose specific failures without changing the conditions that produce them. The four forms of corruption are not primarily legal problems — they are formation problems. The IJACS rises when the formation of leaders changes, not only when the regulations tighten.

  • Well-intentioned officials entering corrupt systems and gradually accommodating them
  • Citizens so accustomed to institutional failure that they no longer expect anything else
  • The poor suffering what the powerful have normalised through a thousand small compromises

Amos 5:12: I know how many are your offences and how great your sins. There are those who oppress the innocent and take bribes and deprive the poor of justice in the courts. The specificity is striking: three specific forms named, each with a specific victim. Corruption is never abstract. It always has a name and a cost.

God's indictment is not of isolated corrupt actors but of systemic legislative capture — laws designed to deprive rather than protect.
